Henao has served as Magistrate of the Constitutional Court since March 1, 2009 and in 2010 was appointed president of this High Court. He has also been an advisor to the Office of the Attorney General of the Nation, First Delegate Procurator before the Council of State and Assistant Magistrate of the Third Section of the Council of State.
With extensive experience in the academy as a professor of the Departments of Constitutional Law, Administrative Law, Environmental Law, Private Law and Legal Sociology of this house of studies, in the following areas: Non-contractual liability of the State; Conciliation in Administrative Law; Guardianship and responsibility of the State; Theory of the damage in the contractual and extracontractual responsibility of the State; Repeating action; Damage, litigation and defense of rights.
In the same way, he has been a visiting professor at the universities Montpellier 1, Grenoble – Pierre Mendes, Rennes 1, Salamanca, Cergy-Pontoise, Institut de Hautes Etudes de Sciences Politiques in Paris (Sciences Po) and the Institute of Higher Studies in Latin America (IHEAL), Paris III, among others. He has also been a guest speaker at various national and international events in France, the United States, Spain, Canada, Mexico, Morocco, Brazil, Panama, Venezuela and Ecuador. He has stood out as the author of several books and articles of law, of obligatory consultation by jurists and students.
