Lawyer and Notary of the Republic, professional who has worked in the areas of legalsciences, international
relations, intellectual property, commercial policy, among others. He graduated from the Universidad Centroamericana José Simeón Cañas (Universidad Centroamericana José Simeón Cañas) with a Bachelor’s Degree in Legal Sciences; graduated from the Master’s Degree in International Relations and received a scholarship from WIPO, thanks to which he obtained a Master’s Degree in Intellectual Property from the Universidad Austral (Buenos Aires, Argentina).

His experience in the legal area has been developed in the fields of litigation and legal advice. From 2010 to date, he has worked as a university professor in different universities in the country.

Before being appointed Executive Director of the National Registration Center in 2021, he served as Deputy Executive Director and Director of the Intellectual Property Registry of said institution.

Within the CNR he has achieved, together with his team, to reduce response times from 301 registry services to a single day, incorporate 129 online services, implement the 25-minute attention plan, create the El Salvador Maps platform -currently with more than 210,000 visits- and issue documents with electronic signature or electronic seal, turning the CNR into a public institution with multiple digital resources.

In addition, he has modernized the corporate scheme in El Salvador through the incorporation of Simplified Joint Stock Companies (SAS), and has led several legal reforms, such as: the new Law of the National Registry Center, reforms to the Commercial Code, the new Intellectual Property Law and the Law of Creation of the Directorate of Land Management and Construction (DOT), an institution in which he holds the presidency of the Board of Directors.
