Víctor Manuel Alejandro Martínez Ruiz is a 43-year-old Guatemalan professional. He holds a Bachelor’s degree in Business Administration with a minor in Finance from the School of Economic Sciences at Universidad Francisco Marroquín (UFM), where he graduated with honors (Cum Laude). He currently serves as Deputy Mayor of Guatemala City for the 2024–2028 term, a position he also held during the 2020–2024 term. In this role, he oversees strategic planning, urban development, municipal finance, and public-private partnerships. His leadership has contributed to the implementation of inclusive policies and projects that address mobility, housing, environmental sustainability and economic revitalization. In addition, he plays a key role within the Project Management Office (PMO), overseeing the “Guatemala Moving Forward” initiative. This national-scale program is focused on generating high-quality employment, promoting infrastructure investment, and fostering sustainable urban and rural development with private-public alliances. He has successfully managed cross-sectoral teams, developed performance indicators for municipal and national projects. Since 2022, he has been a member of the Board of Directors of Pacunam, a foundation dedicated to conserving the cultural and natural heritage of the Maya civilization through sustainable development. Previously, he served as Minister of Public Finance from September 2018 to January 2020, following his tenure as Deputy Minister of Financial Administration from January 2016 to September 2018. During his time in public finance, he was responsible for managing national budgets, fiscal policy, debt management, and transparency reforms in public spending. His term was marked by initiatives to strengthen public financial management and improve international credit ratings for Guatemala. He has also worked in academia, serving as a professor at the University of San Carlos of Guatemala in 2009, 2021, and 2022, and as an adjunct professor at Universidad Francisco Marroquín in 2003. His teaching has focused on public finance, economic policy, and project management.
