Doctor of Law (Ph.D.); Master’s in Economic Law with a specialization in International Economic Relations; Advanced Specialist in Taxation, Andean University Simón Bolívar, Ecuador Headquarters (UASB-E). Lawyer and Doctor in Jurisprudence, National University of Loja (UNL).
He served as Metropolitan Director of Tax Administration for the Municipality of the Metropolitan District of Quito; President of the Ecuadorian Institute of Tax Law; and Director of the Law Department at UASB-E.
He has been Rector of the Andean University Simón Bolívar, Ecuador Headquarters, since 2018, and President of the Andean Center for International Studies.
He has published eight books and more than 70 academic articles on various legal topics in Argentina, Belgium, Bolivia, Colombia, Ecuador, Spain, Italy, Mexico, Peru, Russia, Uruguay, and Venezuela.
He has been a columnist for the national newspaper El Telégrafo since April 2018.
