Bolivian lawyer. He holds a Ph.D. in International Studies and a Master’s degree in International Economic Law. He also holds an MBA in Financial Planning and Investment Analysis.
He is currently a postdoctoral researcher in International Law at the Federal University of Minas Gerais, Brazil. He is a professor in the Master’s Program in Law at the Simón Bolívar Andean University, Ecuador, and a member of the WTO Chair, Ecuador.
He served as President, Judge, and Secretary General of the Court of Justice of the Andean Community; as well as as an official in the General Secretariat of the Andean Community.
