Mr. Hernández Vigaud possesses a solid international academic background, including a Law Degree from the University of Havana, Cuba (1988), and a Master’s in Intellectual Property from the University of Alicante, Spain (1998). His academic preparation has been enriched with specialized executive training at world-renowned institutions, including Harvard University (United States), INSEAD (France), the Centre International d’Études sur la Propriété Industrielle (Strasbourg, France), and the Institute of Foreign Trade (Havana), covering critical areas such as International Commerce, Business, Administrative and International Law, and Intellectual Property.
He currently serves as Chief of the Office Services Section of the PCT International Cooperation Division at the World Intellectual Property Organization (WIPO) in Geneva, Switzerland, a position he has held since 2011. In this strategic role, he leads the design, supervision, and promotion of international cooperation programs within the PCT framework, with special emphasis on capacity building and training for developing, least developed, and transition countries.
His career at WIPO began in 2000 as a Senior Program Officer, consolidating over two decades of experience in the patents and technology sector. During this period, he has established his reputation as a recognized international expert, maintaining an active presence across five continents and visiting multiple countries in Latin America, the Caribbean, Europe, North America, Asia, and Africa as a representative of the organization.
As an architect of institutional relationships, he has significantly strengthened ties between WIPO and national industrial property offices, as well as with governmental and non-governmental organizations at the national, regional, and global levels. His leadership has
materialized through the organization and participation in numerous specialized seminars, workshops, training courses, capacity-building programs, and meetings, establishing him as an expert facilitator in international training programs.
His intellectual contribution to the field includes authoring various strategic training documents and policy formulation papers, particularly in the patent domain, which have served as reference materials for developing international regulatory frameworks and best practices.
He complements his professional profile with trilingual competencies in Spanish, English, and French, facilitating his effectiveness in multicultural environments and international organizations.
