Lawyer. Law degree from Diego Portales University, with post graduate studies at the Institute of International Studies of the University of Chile.

He works in the Directorate General of International Economic Relations of the Ministry of Foreign Affairs (DIRECON) since 1997. He currently serves as Chief Negotiator of the Transpacific Agreement (TPP). Previously, he was Head of the Sub Department of International Law and Counsellor of the Permanent Mission of Chile to the World Trade Organization (WTO) and Head of the Department Services, Investment and Air Transportation (SERINTA) of DIRECON. He has participated in the negotiations on services and investments of Free Trade Agreements (FTAs) signed with the United States, Mexico, Korea, Central America, EFTA, the Association Agreement with the European Union and the P4 (Singapore, New Zealand and Brunei). In addition, he has been legal advisor in the negotiations of the agreements with China, Hong Kong, India, Thailand and Vietnam. He has also been delegate of Chile before the Committee on Trade of the Organization for the Cooperation and Economic Development (OECD) and the Economic Cooperation Forum of Asia Pacific (APEC).
