Franklin Hoet studied Comparative Law at the International Faculty of Comparative Law in France, Holland, Venezuela. 1969 – 1971; Public Administration at the National School of Alcala de Henares, Spain 1969; PhD in Comparative Public Finance at the University of Paris, France, 1969; Master of Financial Economics at the Institut International d’Public Administration. Paris, France, 1968; and he graduated from Law at the Central University of Venezuela. Caracas, Venezuela, 1967. In 1974 he joined the Firm Bentata, and three years later it became Bentata Hoet y Asociados, and he is a founding partner of Bentata Hoet & Asociados (1979), today Hoet Pelaez Castillo & Duque. In recent years, Franklin has dedicated most of his professional activity to the mediation and international negotiation, specialized in intellectual property. He speaks English, French and Spanish.

Franklin Hoet is currently Senior Partner and Founder of HPCD Lawyers; Founder of international HPCD Aruba; President of the Venezuelan Association of Industrial Property Agents, Delegate of ASIPI and international mediator in Bogota, Geneva and Caracas. He was President of the World Jurist Association (1991-1993) and is currently its President (2015-2017).
