Ligia Helena Borrero, lawyer specializing in socioeconomic sciences and law of societies of the Pontificia Universidad Javeriana of Colombia, in civil law of the Universidad from Paris 2 (Pantheon Sorbonne) and with a master’s degree in management of social security systems from the University of Alcalá de Henares (Spain) and the OISS (Ibero-American Organization for Security Social), where her thesis was the analysis of the Women’s Old Age Pension in
Colombia.
He also took a course on Industrial Property at WIPO. With more than 35 years of professional experience, she was an advisor to the Ministry of Finance and Delegate Superintendent of Pensions of the Financial Superintendent of Colombia for 7 years, representing Colombia before the OECD, IOPS and AIOS. She was the first president of COLPENSIONES, entity that replaced the Colombian Social Security for Pensions.
What Plenipotentiary Minister of the Embassy of Colombia to the Republic of France, in 2001 accompanied his country in the negotiations for rapprochement with the OECD, which allowed Colombia to be accepted as a non-member country of the Pension Group of said organization in 2005.
It was Vice Comptroller General of the Republic of Colombia until October 2014, position from where represented Colombia before the OAS (MESISIC group) and the UN as an expert commissioner for the assessment of member countries of the Inter-American and United Nations Conventions Against Corruption, having participated in the qualification of Paraguay.
She was invited by therld Bank to participate in a conference in San José, Costa Rica on the occasion of the pension advice in Kenya and in Asunción for the pension reform in Paraguay.
Has been speaker in various countries such as Peru, Brazil, Dominican Republic, Argentina, Chile and within their country, in events organized by various international organizations associated with the issues of public management and pensions. She was a consultant and is currently the Legal Director of the National Federation of Coffee Growers of Colombia. He has also written several articles and works as a teacher in public policies and economic effects in
the transfer of schemes in the master’s degree and specialization in social security at Javeriana University.
